I have the Foxit PDF Editor from
http://www.foxitsoftware.com/products.htm .

It’s not strictly free, but there is plenty of scope for free use in
the evaluation mode. The blurb when I fire it up reads:

“This copy of Foxit PDF Editor is not licensed yet, therefore you can
only run it under evaluation mode.”

“Under evaluation mode, you can still use all the features provided by
Foxit PDF Editor. You can make every change to your PDF documents,
however, when you save your modified document, an evaluation mark will
be put on every page you modified.”

I’ve been running it like that for ages, and that limitation matters
not a jot to me. It is a brilliant application if you can cope with
that. I know of nothing else that comes close to what this can do for
free.
