IE saves the file as a temp file. when the download is complete it
moves the temp file to where you told it to save the file, and changes
the name to the name it's supposed to be.

How are you connected to the internet?LAN? Direct to a modem? Do you
have any "protection" software that may be preventing you from
downloading exe files?
