Netlimiter is a great program.. I am waiting for them to add
"priority" bandwidth throttling...
Alas its not free....
I am afraid that you wont find something free that comes even close
to netlimiter (or netpeeker)... at least for now.
Before netlimiter existed and I was on a dialup modem...
I was imagining the existance of such a program...
and I never found one.. I cant understand why they took so long to make one.
When I say "they" I mean the programmers of the world.
