I'm going to give a bit of a nerdy answer (look at me, I'm so 1337 ;) )
which is probably entirely useless for practical purposes ... but I
believe that you can do all sorts of weird and wonderful traffic shaping
with Linux. I can't remember *how*, but I'm sure it can be done.
