what Al said is wrong (as usual), and what you are saying is not possible
for the exact
thing netlimiter does.
Netlimiter must have direct contact with an app, meaning that is loaded in
the OS,
you see it on a list and you give it bandwidth or limit it.
The other solutions may be able to limit ports perhaps.. but lots of
programs
change ports, or many programs share ports...
There are network shapers as you say (I have seen them) but this is a
different thing...
and you cannot use a router or linux to achieve the same results.
