VicMan's PhotoToolKit requires winNT ?

G'day,
As the Subject line suggests, I got an error message when I
attempted to install the latest free release of VicMan's
PhotoToolKit on my win98 PC. Before I accept the fact that I can't
tryout this software, has anyone else ran into this with the latest
free version of VicMan's PhotoToolKit? Or can anyone find anywhere
on the VicMan's site(s) what the system requirements are for any of
the s/w ? Some sites linking to Vicman's suggest the s/w is
compatible with win98, but they may not have updated for the "all
Freeware for all" versions.
I've installed both the 'PhotoEditor' and 'MyPictures' with no
problems on the win98 PC.
