This one comes very close to doing what you want:

You can set the auto-wrap width to anything you like. It will auto-wrap
as you type, but occasionally needs a simple Ctrl-Q to force a re-wrap if
you have modified an earlier line in the text. There is an option to
always highlight text beyond the wrap point which makes it obvious when a
re-wrap is needed. It is, however, an eccentric editor that you may not
like. It's a package that provides Vim with Windows-style commands.
