I would use:

CDex http://cdexos.sourceforge.net/ to record the stream.
MP3 Direct Cut http://www.mpesch3.de to extract the portion required.
MP3 Gain http://mp3gain.sourceforge.net/ to adjust the volume (if
necessary).
