Yes, this is correct. I have asked for an explanation of their policy,
but never received a reply.

Roboform is a freeware/shareware program that is regularly updated and
maintained by it's creator Siber Systems. A new update to their Firefox
extension will usually appear two or three days after a Firefox update.
