will open Harvard Graphics DOS 2.X and 3.X and Harvard Graphics for
Windows 3.X. I don't know if this corresponds to the *.cht format or
not.

If you download the program it will default to opening to a sample
folder with CAD files since this seems to be its principle use. If you
then navigate to your file in the file tree underneath, then right
click on the file and choose View.

You cannot immediately save the file as a jpg, but you can print. If
you print to PaperlessPrinter or PDFCreator you can convert the file to
jpg. PDFCreator is probably better. The key to it, is the last step
when the program asks you where to save the file. At that point, use
the drop down box to next to the OK and Cancel buttons to change the
file format from PDF to jpg, png or whatever you want.
