See if this will work for you:
Of late, I've been using Google's latest beta toolbar; which has a
Bookmark button. This allows you to import your IE favorites into it;
You can tag all your favorites as way of organizing them just like you
would do in flickr. I've been using since they released it and I can't
go back to the original IE favorites. If installing toolbar isn't an
option, you could still access your bookmarks via the web -
http://www.google.com/bookmarks
Try it and if possible post your feedback for the benefit of others.
I'm very certain that Yahoo Toolbar and Microsoft Windows Live toolbar
provide toolbar + web favorites but I haven't tested them.
